2009 IFCA SLALOM Pro Kids/JUNIOR WORLDS
& YOUTH/MASTERS WORLD CHAMPIONSHIP
Sorobon Beach Bonaire 12 – 18 July 2009
An International Windsurfing Association sanctioned event

 

1. EVENT

1.1 The 2009 IFCA Pro Kids, Junior, Youth & Masters Slalom World Championships will be held from 12th to 18th July in Sorobon Beach, Bonaire, Netherlands Antilles.

1.2 The event includes: IFCA Pro Kids and Junior Slalom Championships, IFCA Youth Slalom World Championship, and IFCA Masters Slalom World Championship.

2. ORGANISER

2.1 The Championships will be organised by Stichting Aquaspeed Bonaire Windsurfers (LOA), for and on behalf of, and under specified conditions laid down by, the International Funboard Class Association (IFCA) and the ISAF.

3. VENUE

3.1 The event will be based at Sorobon Beach, Bonaire.

3.2 During July the weather conditions are usually: average wind of 10-20 knots, water temperatures of 20-25°C and air temperature of 30°C.

4. RULES

4.1 This is an ISAF sanctioned event governed by:

4.1.1 The 2009/2012 ISAF Racing Rules of Sailing – Windsurfing Competition Rules (WCR);

4.1.2 The 2009 IFCA Class Rules & Championship Rules;

4.1.3 The Notice of Race (”NoR”) & the Sailing Instructions (SIs);

4.1.4 Alterations to the SIs must be approved by the Class’s Race Supervisor; if there is a conflict between the NoR and the SI’s, the SI’s shall take precedence.

4.2 If there is a conflict between languages the English text will take precedence.

5. ADVERTISING

5.1 ISAF Regulation 20 – Advertising Code – shall apply.

5.2 Competitors may be required to carry advertising for the event sponsors- both on their sails, and on a lycra vest, if supplied by the organiser.

5.3 If entered before 15th April 2009 all national Junior teams (see # 7.3), accompanied by a coach, shall receive 6 free Country Flag sail-stickers for each of their team members. These stickers shall be applied in the sails according to the measurement notice in the sailing instructions.

6. ELIGIBILITY & ENTRY

6.1 All entries shall meet the requirements of ISAF Regulation 19 – Eligibility Code.

6.2 Competitors shall be a member of a National Funboard Association which shall be a paid up member of the IWA.

 6.3 Membership formalities can be completed on site.

6.5 Competitors shall provide the following documentation prior to completing registration formalities on site:

  • Original Entry Form (Form 1)
  • Proof of Entry Fee payment
  • Proof of age
  • Parental/legal Guardian Assent (Form 2) - for those under age of 18
  • Medical Treatment Permission (Form 3) - for those under age of 18 / on their parents medical insurance policy

Coaches and team support personnel shall provide the following documentation prior to completing registration formalities on site:

  • Original Coach Entry Form (Form 4)
  • Proof of Coach Entry Fee payment
  • Boat Driving Licence (if applicable)
  • Evidence of valid third party insurance

7. FEES

7.1 The Entry Fee shall be: Master €180; Youth €150; Junior €90.

7.2 Entry Fees paid by June 1st 2009 shall receive a €20 discount. Late entries may pay a further €20.

7.3 For national junior teams, recognized by their National Federations, the entry fee will be €50 for each athlete with a maximum of €250 for each team, provided they are booked and paid for (before June 1st) in one transaction by the coach or national federation through the IWA office (places may be reserved even if competitor names are not confirmed). Each team will be composed of a maximum of 8 athletes and a minimum of 4. If a team is composed of less than 4 athletes, the entry fee will be €60 for each athlete.

7.4 The Coach Entry Fee is €40, and is applicable to other team personnel.

7.6 Entries made on site shall be made in Euros (€), cash only.

8. FORMAT & DIVISIONS

8.1 GENERAL

8.1.1 These championships shall be a single format “slalom” event for boys/girls and men/women in all Divisions.

8.1.2 A minimum of 1 completed round is required for a valid championship.

8.1.3 A minimum of 5 entries is required to constitute a division or sub-division. If the number of entries in a sub-division reaches 16, that subdivision may be given a separate start.

8.2 SLALOM JUNIOR, & Pro Kids, CHAMPIONSHIPS (SJC)

8.2.1 Boys and Girls may race together in a maximum of 2 eliminations per day.

8.2.2 If sufficient entries a sub-division “Junior under 15″, “Junior under 13″ and “Junior under 11″ shall be created.

8.3 SLALOM YOUTH WORLD CHAMPIONSHIP (SYWC)

8.3.1 Boys and Girls may race together in a maximum of 3 eliminations per day.

8.4 SLALOM MASTERS WORLD CHAMPIONSHIP (SMWC)

8.4.1 Men & women may race together in a maximum of 4 eliminations per day.

8.4.2 If sufficient entries a sub-division “Grand Master” shall be created.

8.5 DIVISIONS

8.5.1 A Youth shall be under the age of 20 (born in or after 1990)

8.5.2 A Junior shall be under the age of 17 (born in or after 1993)

8.5.3 A Pro Kid Junior under 15 shall be under the age of 15 (born in or after 1995)

8.5.4 A Pro Kid Junior under 13 shall be under the age of 13 (born in or after 1997)

8.5.5 A Pro Kid Junior under 11 shall be under the age of 11 (born in or after 1999)

8.5.6 A Master is a man who has reached the age of 35 (born in/before 1973) or for a woman, 30 (born in/before1978)

8.5.7 A Grand Master is a man who has reached the age of 45 (born in/before1963) or for a woman, 40 (born in/before 1967)

8.5.8 A competitor must have reached the minimum age limit, in the relevant division, by December 31st 2008.

8.5.9 A competitor must not be older than the maximum age limit, in the relevant division, by December 31st 2009.

10. EQUIPMENT & EQUIPMENT INSPECTION

10.1 All competitors shall bring their own equipment.

10.2 An Equipment Registration Form shall be completed before the close of registration, as prescribed in IFCA Championship Rule # 4, except sails shall be stamped and signed by Equipment Inspectors.

10.3 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to the Class Rules.

10.4 The Equipment Inspectors will pay special attention to sail identification rule compliance.

10.5 Equipment checks may be made throughout the event.

11. SAILING INSTRUCTIONS (SI)/EVENT PROGRAMME

11.1 The ‘Championship SIs’ will be available at registration as will the Event Programme scheduling social events.

12. COURSES

12.1 Courses shall be as prescribed in the IFCA Championship Rule Appendix 3; or as prescribed in the SI’s.

13. INTERNATIONAL JURY

13.1 An International Jury may be appointed in accordance with the RRS Appendix N.

13.2 The decisions of Jury cannot be appealed, as specified in RRS 70.5.

14. SCORING

14.1 The IFCA Championship Rule # 6.1 shall apply.

15. MEDALS AND PRIZES

15.1 Medals and/or trophies may be awarded up to the first three Boys/Girls and Men/Women in each division depending upon entry numbers.

15.2 The first boy/girl in the SJC shall be known as the 2009 IFCA Junior Slalom Champion.

15.3 The first boy/girl in the SYWC shall be known as the 2009 IFCA Youth Slalom World Champion.

15.4 The first man/woman in the SMWC shall be known as the 2009 IFCA Masters Slalom World Champion.

16. BUOYANCY / WETSUITS

16.1 If personal buoyancy is prescribed, each competitor & support boat crewmember shall wear, above the waist, a jacket, harness, or vest with a minimum buoyancy of 4kg uninflated, in fresh water. The buoyancy shall be tested with a ferrous metal weight of 4kg, which shall remain supported for a minimum of 5 minutes.

16.2 Buoyancy is not compulsory on Sorobon Beach.

17. LIABILITY

17.1 Competitors take part in all races at their own risk. The LOA, IFCA or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.

18. INSURANCE

18.1 Competitors shall possess valid third party liability insurance with a minimum cover of 1 million euro.

18.2 Coach and support boat drivers shall also have valid third party liability insurance with a minimum cover of 5 million euro.

19. TELEVISION AND MEDIA

19.1 In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

20. OFFICIAL CEREMONIES

20.1 Attendance at the Opening Ceremony and Prize Giving Ceremony is mandatory.

20.2 The organisers reserve the right to refuse entry to anyone whose standard of attire is not commensurate with the occasion.

21. ACCOMMODATION / TOURIST INFORMATION

21.1 There are hotels, apartments and pensions available in several prize categories. It is holiday season in the Caribbean so please reserve your stay early.
